On YouTube both Cesar Amaro and Tolgahan Cogulu have it arranged in D minor with a low D tuning - that's the closest I've seen this piece resemble the original on guitar. You can purchase Togulu's at
Tarrega's is in A minor but the melody is played an octave lower on the bass strings.
AFAIK Segovia never played or arranged this particular prelude, he only played Op.28 #7 in A major which he transposed to D major. Actually Tarrega's arr. of #7 is almost the same.
